When you currently export CSV file, it excludes all 'out' players. Can this include all 'out' players by default?

Anyone exporting generally has the competence to deal with the 'out' players how they please.

And I trust our ability to keep up with the ins/outs than you guys, no offence intended.

Or perhaps save each person's choice of the check box 'hide inactive'?
